This means what it says, taking something someone said, and quoting just a bit of it in a way that is misleading when used away from it’s context.
It’s a minor fallacy for our contexts, but there is something that comes to mind. You see these videos of women saying what they want in a partner, a long laundry list of requirements, a certain height, they want a certain amount of money, no dental issues etc. These are often posted on forums and make men feel despondent. But they’re out of context. There are other commentary videos where these same women are researched, and the context is all their other videos or social media which are about being broke and lonely.
